Jewel Changi Airport (Jewel), a multi-dimensional lifestyle destination located at the heart of Singapore Changi Airport, was opened officially on 17 April 2019. Arcadis is proud to be the Quantity Surveyor that delivered cost management expertise for this new iconic addition to Changi Airport.
Jewel is a mixed-use development that features a wide array of offerings, such as gardens and attractions, over 280 retail and dining options, a hotel and facilities for airport operations. Jewel houses the four-storey high Shiseido Forest Valley, and the world’s tallest indoor waterfall, the 40 metre tall HSBC Rain Vortex. Jewel is a joint venture development between Changi Airport Group and CapitaLand.

Arcadis provided consultation that covered the following services - justification of the capital cost, cost norms, and benchmarks, including preparation prior to the issuance of the tender to appoint the main construction contractor. To deliver reliable cost advice, Arcadis also relied on the compound cost rate for different functional areas through the use of a work breakdown structure approach to its cost model. Subsequently, Arcadis provided the following services to the client - Preliminary Planning, Cost Advice and Management, Cost Control and Monitoring, Procurement Management, Tenders and Documentation, Pre-Contract Management, Award of Contract and Post Contract Management.
