Life Cycle Cost Analysis - Concrete vs Asphalt Pavements

Sydney, Australia - Cement Concrete and Aggregates Australia (CCAA) is the peak body for the heavy construction materials industry. The industry generates approximately $15 Billion in annual revenues and employs approximately 30,000 Australians directly and a further 80,000 indirectly.

CCAA members operate cement manufacturing and distribution facilities, concrete batching plants, hard rock quarries and sand and gravel extraction operations throughout the nation. CCAA membership is made up of most material producers and suppliers, and ranges from large global companies, to SMEs and family operated businesses. 

CCAA represents its members' interests through advocacy to government and the wider community; assistance to building and construction industry professionals; development of market applications; and a source of technical and reference information. 

In New South Wales (NSW) alone, an estimated $3b per year is spent on road construction, with annual maintenance costs of approximately $500,000. However, government records detailing lifetime pavement maintenance costs are effectively non-existent, making it difficult to calculate Whole of Life costs and make a case to stakeholders.  
CCAA approached Arcadis with the aim of obtaining an independent report on the relative construction cost and whole of life value case for pavements built using concrete relative to other heavy-duty pavement types. 

Arcadis was commissioned to develop a contemporary Whole of Life Cost (WOLC) comparison of highway class road pavements (in Australia) constructed using different types of material. 

The analysis was to revisit the present-day realities of the cost of ownership in Australian conditions and be adapted for presentation to key decision makers such as Treasury Departments and State Road Authorities.

As a result, Arcadis was able to deliver two main outputs: a technical, yet widely comprehensible, explanation of WOLC comparing multiple pavement types; and a software model to determine such costs for any heavy-duty road pavement in Australia.
