The commissioning of major infrastructure projects, including Cross River Rail, Brisbane Metro, additional stages of the Gold Coast Light Rail and the Sunshine Coast Direct Rail, will significantly enhance the passenger transport network for the people of South East Queensland. To ensure the network remains safe, integrated and efficient, Department of Main Roads and Transport (TMR) has established a multi-modal Translink Operations Centre (TOC) which will play a pivotal role in managing both planned and unplanned disruptions across the network. The TOC will ultimately evolve into the Transport Coordination Centre - serving as the central hub for managing transport operations during the Brisbane 2032 Olympic and Paralympic Games.
Arcadis was engaged to create the Strategic Intent Framework, Strategic Roadmap and Business Case for the TOC. Leveraging our global expertise from Arcadis IBI who brought specific skills and experience from their dedicated practice specialising in Operations Centre design and major event experience, global best practices and lessons learned from other jurisdictions were incorporated into the business case.
We worked closely with Translink at every stage and engaged with TMR leadership to listen and understand the unique needs and visions for the centre, co-designing the project to help TMR define and shape the project in a way that would best address their challenges. By actively listening to stakeholder feedback, we ensured that the solutions developed were people-focused and aimed to enhance the everyday journeys of all Queenslanders.
The project is considered by Translink as a critical initiative to enable them to deliver on TMR's mission statement “to create a single integrated transportation network that is safe and accessible to everyone". By developing a state-of-the-art operations centre, the project will create seamless, integrated journeys across all transportation modes, significantly improving the efficiency and connectivity of Queensland's transport network.
A key feature of the operations centre is its ability to react to both planned and unplanned disruptions on the network. The centre will be equipped to pull available levers in real-time to minimise delays and reduce congestion impact and ensure normal operations are resumed as quickly and safely as possible.
The optimisation of the transportation network will bring about substantial economic and sustainable benefits to the state, directly enhancing the quality of life for all Queenslanders. Whether through reduced travel times, more reliable services or improved accessibility - the project will have a profound and positive impact on daily life for residents and visitors.
As Brisbane prepares to host the 2032 Olympic and Paralympic Games, the project ensures the city is ready to welcome the world. The establishment of a world-class operations centre will not only support the logistics of the Games but also enhance Brisbane's reputation on the global stage, reflecting positively on TMR and the broader Queensland community.
