Arcadis determined the optimum model of public private partnership that would address the issues of the water outages and advised technical transaction for procurement of water and wastewater networks management contract and wastewater treatment concession for a population of 3.5 million in Jeddah.

Jeddah was  experiencing significant water outages due to shortcomings in the supply and distribution systems, with many residents having to augment supply through the purchase of tankered supplies.  At the time, an integrated water and power plant (IWPP) was planned to increase supply to 1mgd, with the result that urgent infrastructure rehabilitation was needed to deliver resource to customers.

The coverage of the sewerage system was relatively low and whilst the Ministry embarked on a major capital works programme for water networks upgrade, sewerage, wastewater transfer, treatment and disposal there was an immediate need to integrate the delivery of these initiatives to maximise their effect, improve levels of service to customers and protect the environment.  Capacity building within the Jeddah Directorate was seen as an important enabler to this process.

Our short term seven year management partnership to second a team to National Water Company was the best option to solve the situation. We brought in a local team to address the issues to build a self-sufficient program that would manage the water supply and distribution. Our team also helped with the sewerage collection and transfer, customer service for the community and delivered a major program and solved the city's water problem.

Arcadis worked with the Ministry and other advisors to determine the appropriate scope of a long term (30 year) wastewater treatment concession that would enable the phasing out of those works reaching the end of their useful lives as new works were commissioned with a performance based concession contract designed to treat wastewater to standards suitable for effluent and sludge re-use.  In addition, Arcadis carried out technical due diligence and determined the performance regime and payment mechanism to be applied as part of the production of the technical appendices to the concession agreement.
