TenneT - Spatial Planning PIP North Holland

Challenge

In 2016 the system operators TenneT and Liander plan to build a new 150-20kV substation and new underground 150kV cables to three  existing substations, partially via the new substation. The planned grid expansion will decrease the interference and incident sensitivity of the grid. In addition, the grid expansion will make sure that the planned wind farm Wieringermeer can be connected to the grid in time.

Approach 

Arcadis started with the feasibility study for the grid expansion in the northern part of North Holland. This feasibility study was conducted as part of the investment decision of TenneT. The tender for the development of the spatial plan on regional level was lost, but TenneT approached Arcadis at a later stage to proceed with the project. Arcadis used its knowledge and experience in these procedures to develop a concept for the spatial plan in a short period of time (within a number of weeks). Four routing options for the cable-connections were developed and the routing concept was elaborately discussed with TenneT and Liander. Arcadis proved to be a reliable partner that meets its commitments, has the required knowledge and experience and unburdens its clients. The concept version of the spatial plan was submitted for public review and Arcadis attended the information evenings for residents. At this point, 46 views were submitted by affected stakeholders. These view-statements were processed by Arcadis in coordination with TenneT, Liander and the Province of North Holland. In addition to the plan various studies were conducted including ecological surveys, historical soil surveys, archeological desk research and research into the possibility risks of cracks in the soil.

Result

Arcadis unburdened TenneT and made sure that the concept spatial plan was developed in time and in such a way that the province supported and approved the plan.
