Development of Funan

Singapore - A new paradigm for live, work and play in Singapore’s city centre, CapitaLand’s Funan integrated development offers a synergistic combination of retail, office and serviced residence components that is designed to appeal to digitally savvy consumers pursuing quality of life in a sustainable and creative environment. Built smart using a combination of Building Information Modelling (BIM) and Virtual Design Construction (VDC) technologies, Funan also incorporates an ecosystem of sensors and analytics to deepen consumer insight.

Our Role

Arcadis provided pre- and post- quantity surveying services to the integrated development. With a total gross floor area (GFA) of 889,000 sq ft, Funan comprises a six-storey mall, 2 six-storey office blocks and a nine-storey co-living serviced residence.  The development is connected by an underground pedestrian link to City Hall MRT station.

At the onset of the project, we enforced strict variation control processes, strategised the contract procurement method and various contract packages to meet the project’s unique requirements. To deliver effective cost estimates, we collaborated with various consultants on the technical parameters and carried out cost benchmarking of similar projects. 

Challenges & Key Outcomes

A complex project, the development of Funan required a high level of coordination to manage the cost drivers and contract management aspects. The complexities include phasing requirements, cost apportionment methodology, underground pedestrian link, structural steel construction, incorporation of SMART features, and unique features like an urban farm and a kinetic wall. In addition, we worked with an integrated design team that included both local and overseas consultants. Therefore, a dynamic work process had to be adopted to ensure productivity and effective communication within the project team.

Through close collaboration and strong working relationships with client and consultants, all contract packages were awarded within budget and backed by effective cost estimates, and disputes were resolved amicably through clear contract provisions.
