From Space Rockets to Vibrant Communities in L.A. Suburb

Los Angeles, CA, United States - Downey, CA was once home to NASA where components for the Apollo Space and Space Shuttle Programs were manufactured. As these programs came to an end, the site was turned over to the community and city officials embarked on a program to redevelop the area.

The redevelopment did not come without its challenges, as decades of industrial use left the site with significant environmental issues that needed to be addressed.  Arcadis was retained to not only complete the restoration of the property, but also to serve as an integrator, playing a critical role in stakeholder management, balancing the needs of NASA, the U. S. Environmental Protection Agency (EPA), the state of California, the city of Downey, two developers and an existing  tenant, paving the way for redevelopment.  Arcadis collaborated to design an innovative and adaptable remedy tailored to meet the aggressive development schedule and critical performance objectives for the clean-up, while achieving the end state vision of the client and community.  Arcadis successfully delivered an award-winning, guaranteed solution which resulted in early transfer of the property by integrating the approach to restoration and redevelopment, driving efficiency and ultimately creating a vital engine to fuel the local economy.


Generating returns

Downey Landing provides the City of Downey with important sales tax revenues that fund City services.  Downey is expected to realize an estimated $45M in leases, sales tax and property tax revenues by 2020. In addition, the Downey project has stimulated more than $800M in private investment.

The Downey redevelopment and remediation project proves that when risk is managed, impaired assets can be restored for community use, stakeholder value is enhanced and bottom-line performance is maximized to provide long-term financial stability for the city. The U.S. EPA recognized the environmental remediation effort with the Phoenix Award and NASA awarded Arcadis with a Group Achievement Award.
