Hong Kong - In 2002, the HKSAR Government commenced the planning for the development of the Tamar site as Hong Kong's prime civic centre.
The scope of works of the contract comprises the design and construction of Central Government Complex (Low Block for the Chief Executive’s Office and the Executive Council; Office Block for the Chief Secretary for Administration, the Financial Secretary and other policy bureaus) for the Government of the HKSAR, a Legislative Council Complex, an open space, two covered pedestrian footbridges and other ancillary facilities.
The Headquarters of the HKSAR government at Tamar opened in August 2011 and incorporates an extensive variety of sustainability features including:

Daylight sensors and computerized lighting control
Light pipes for the Central Government Complex and Open Space
Photovoltaic integrated external / landscape lighting
High energy efficient sea-water cooled chiller plant

Thin film photovoltaic skylight to LegCo Complex
Thin film photovoltaic glass canopy to Central Government Complex
Temperature controlled ventilation for E/M plant rooms
Greening and Landscaping Features
Green roof and wall to reduce heat gain of the buildings
Green open space and water features to improve microclimate
Waste Reduction and Management Feature
System for separation / collection of waste
Water Management Measures
Rainwater / grey water / condensate water recycling system
Charging facility for electric vehicles
This major development is intended to achieve the highest rating under the Hong Kong Building Environment Assessment Method (HK-BEAM). The project is regarded as an excellent example of where the client, architectural designer, engineers, cost consultant, project managers, contractors and the whole supply chain work together utilizing their expertise to achieve sustainability advancement. This sets a great example of promoting sustainability in the Hong Kong construction industry, as a government landmark project.
