Glenn Lutz

Chief Executive Officer
Arcadis Asia

Glenn has over 24 years of experience in the engineering and construction of complex capital projects, corporate business transformation and organizational management.

In his current role, as Chief Executive Officer for Arcadis Asia, Glenn leads the eleven-country region in delivering robust financial performance and sustainable growth. Under his direction, he has increased the emphasis on operational excellence, accelerating the integration of Arcadis’ global service offerings, strengthening our People First culture and enhancing client focus.

Before moving to Hong Kong, Glenn was with Fluor Corporation, a FORTUNE 500® listed company that specializes in global engineering, procurement, fabrication, construction and maintenance holding various senior leadership roles. In his last role, as Vice President, Project Director, he oversaw the largest single contract of the iconic RAPID project.

Glenn graduated as mechanical engineer from the University of Alberta. After starting his profession in North America, Glenn has been internationally based since 2002 including multiple assignments in Europe, South-East Asia and Saudi Arabia.

Daniel Blitch

Chief Financial Officer

Joining Arcadis in February 2019 as Chief Financial Officer, Asia, Daniel is focused on improving the consistency of financial performance, promoting a greater awareness of business drivers, and developing local talent throughout the ten-country region. Daniel has over 25 years of experience with varied roles in financial operations, ERP system implementation, business start-up and transformation predominantly for organizations delivering the engineering and construction of complex capital intensive projects. Daniel has a global business perspective, having worked in North and South America, the Middle East and Asia, including several locations where broad based capabilities and excellent cross cultural skills are a must.

Prior to joining Arcadis, Daniel was with Fluor for 23 years and held related roles within the energy & chemicals, infrastructure, mining & metals, modular fabrication, and government business units. Daniel received a BA degree in International Business from California State University, Fullerton, and an MBA from the University of Houston / Madrid Business School.

Niek Niëns

Chief Operating Officer
Arcadis Asia

Niek moved to the Asia Arcadis region in January 2018. He is responsible for leading our operations in Asia, primary for Design & Engineering with the current leadership team of D&E and implementing The Arcadis Way of Project Management across all countries in Asia, working closely with the Market Heads.

Niek started his career as an Electrical Engineer and Project Manager at Arcadis in the Netherlands, working for contractors and public clients in the Infrastructure and Water division. He led several design and engineering departments concerning structural, civil, telecom, mechanical and electrical engineering and was involved in major Dutch infrastructural/water projects. After that he moved to the Buildings Division to became the Director of Engineering & Contracting, and later Business Advisory & Program Management, working with clients from different sectors. Before his move to Arcadis Asia, Niek led a major change management program for the Arcadis Europe. He was responsible for leading three sub-regional Project Management pools, the implementation of the Arcadis Way of Project Management and creating a collaborative culture for Project Managers across all countries.

Niek has more than 15 years of experience in engineering, general management, consultancy and business improvement, project management in infrastructure, buildings, environment and water activities.

A demonstrable track record of delivering superior shareholder returns through the implementation of turnaround strategies, operational improvement, business transformation and strategic change programmes.

Penny Murphy

Head of Digital Transformation (ad interim Head of MarComms, Asia)

Penny joined Arcadis in early 2016 to lead the Arcadis brand repositioning and internal change communications program post the acquisition of several legacy brands across Asia. She took over the role of leading the digital transformation program as the industry reaches a disruptive turning point. In her role, she facilitates the growth of our business through digitization of services, products and capabilities across the asset lifecycle and oversees the development of new digital propositions integrating and scaling them to market across Asia.

Penny has been in Asia for over 8 years and have over 15 years’ experience in driving strategic business transformation and culture through strategic marketing, change and innovation- prior to joining Arcadis she was responsible for identifying and developing market entry digital solutions for The Economist in Asia. With a strong background in B2B, FMCG and technology industries, her career started in traditional marketing and shifted to digital and innovation solutions working with clients such as Cisco, Lenovo, NTT to help them optimize and deliver their propositions and strategy.

Carl Watson

General Counsel

Carl joined Arcadis Asia in April 2014. He is responsible for leading our legal, compliance and risk enabling function across Asia and enabling commerciality aligned to our Arcadis Way, working closely with our Country Heads and leaders.

Carl spent his career before Arcadis in legal private practice with international law firms specializing in delivering commercial solutions to a broad range of complex infrastructure and outsourcing projects. He worked across a wide range of sectors (including, transport, healthcare, secure detention and energy from waste) to deliver complex public private partnerships (including guidance on procuring and structuring the same).

He is passionate about the digital horizon and embracing its positive impact on legal services in the future. He always seeks to engage with colleagues, mentees, clients and stakeholders to listen to challenges and opportunities, in context, to drive delivery of solutions, results and assurance.

Francis Au

Head of Hong Kong & Macau
Arcadis Asia

Francis Au joined Arcadis in 1984 and became a Director in 1999. In 2015, he was promoted to Head of Hong Kong and Macau. He is based in Hong Kong and his responsibilities cover Hong Kong, Macau and Hengqin.

Francis has delivered projects in healthcare, hospitality, sport and leisure, commercial, retail, residential and industrial sectors. He has worked in Hong Kong, Macau, China, Taiwan and Vietnam delivering quantity surveying and project management services. Francis heads the fitting out capability in the company and has specialist capability with financial services and hospitality clients. Francis is currently the Vice Chairman of the Association of Consultant QS in Hong Kong and a fellow of RICS, HKIS and HKIFM.

Tim Risbridger

Head of Singapore

Tim has worked for Arcadis for 15 years, initially working on the US$8 billion Heathrow Terminal 5 project in London. In 2007 he relocated with his family to Abu Dhabi where he led the Arcadis team on the US$20 billion Al Raha Beach development. Subsequently he became Middle East Head of Transportation sector and was the Project Controls Director on the US$12 billion Sharq Crossing Program in Doha.

In 2014 he was assigned to manage the Arcadis Abu Dhabi and Oman offices. In July 2016 he relocated to Singapore and was appointed Country Head in November 2016. Prior to joining Arcadis Tim worked in Asia (Hong Kong, Malaysia and Singapore) for more than 11 years.

Justin Teoh

Head of Malaysia

Justin commenced his career as a Quantity Surveyor with Langdon & Seah in 1995, and became a Full Partner in 2000. Following Langdon & Seah’s merger with Arcadis, he was appointed as a Regional Director in 2012 and subsequently Country Head, Malaysia in 2015. He has worked on construction and infrastructure projects in Brunei, the United Kingdom, Singapore, Korea, Pakistan and his native country Malaysia, primarily on cost and contract management.

Justin graduated with a degree in construction economics from the Royal Melbourne Institute of Technology in 1991. He went on to read law at King’s College, University of London and was conferred the degree of Bachelor of Laws (LLB) in 1994. In 2008 he successfully completed the Harvard Business School Senior Management Development Program.
He is a Fellow of the Royal Institution of Chartered Surveyors (FRICS) and the Royal Institution of Surveyors, Malaysia (FRISM), as well as Corporate Member of the Australian Institute of Quantity Surveyors (AAIQS) and Institution of Architects, Engineers & Surveyors, Brunei (MPUJA).

Joe Chan

Joe joined Arcadis in 1993 and specializes in cost and project management. During his career, he especially excelled in strategic advice during project delivery and in creating alternative solutions to client challenges. He has been recognized for consistently providing high standards of excellence during the past 27 years in Arcadis, delivering a wide range of complex and landmark projects across China. He advocates the adoption of digital solutions as well as the diversification of services to enhance sustainable growth.

Joe is a member of RICS, HKIS and RQCCE and has gained valuable experience in Hong Kong and China. Before he was assigned as the Head of China East, operating in Shanghai, he worked in the Chengdu office and lead the business in China West up until 2011.

Andrew Chan

Andrew has a total of thirty-five years of experience in cost management. He joined Arcadis Hong Kong in 1984 and re-joined in 1994 to develop the Northern China business. In between, Andrew worked as cost estimator in construction firms in Canada and Taiwan.

Andrew has a deep understanding of the local China market and has delivered a range of major projects in the hospitality, commercial, retail, residential and industrial sectors.

Andrew is a member of RICS and has also served as a committee member for the Asian Education Standard Board, APC Assessor and Spokesman in China.

Weibin Xu

Head of China South & West
Arcadis Asia

Weibin is the Head of China South & West and has led the team to continued growth in the core business lines of project management and cost management. Working for Arcadis in China for 7 years, Weibin has demonstrated strong negotiation and interpersonal skills in project management, technical due diligence, commercial management and analytical skills. He has led the South China team to positive outcomes on a number of leading international and Chinese projects covering mixed use commercial developments, logistic centers, data centers, high-end private schools, universities, smart city developments, business park university campus and industrial projects.

Weibin also has 10 years’ experience working for Arcadis in London contributing to projects such as the Emirates Stadium, the Corinthia Hotel, student accommodation, public funded schools and hospitals. Prior to joining Arcadis, Weibin worked for the Guangdong Urban & Rural Planning Institute, which is a key foundation to his experience in being able to work effectively with local Chinese government authorities, and Chinese state-owned companies.

In 1997, Weibin graduated from South China University of Technology with Bachelor Degree on Urban Planning and Architecture Design and added an MSc in International Construction Management from the University of Leeds.
