New York City's largest wastewater treatment plant needed upgrading as it was aging and near low environmental standards. The plant occupies a 36-acre site (being expanded to 53 acres) on Newtown Creek in the Greenpoint section of Brooklyn, New York.
The plant treats wastewater from a service area of approximately 25.4 square miles (mostly combined sewers) that includes parts of Brooklyn, Queens and Manhattan. Arcadis' construction management services on this the $4 billion upgrading of the plant employed new design and constructability techniques as well as innovative hydraulic modeling. The upgrade with egg-shaped digesters, modification of a sewage pipeline, and design of new and reconstructed treatment batteries, were all placed into operation in less than 40 months and saved the city significant costs, Arcadis’ contributions to the project saved an estimated $100 million. Our hydraulic modeling allowed construction to continue on schedule without disrupting normal plant operations.
This was all done with intense community outreach and support. Special care and monitoring was taken to assess and maintain the air quality around the plant and community. The city has been enabled to begin waterfront revitalization and redevelopment at this site. A nature walk, plants, sculptures and a visitor’s center all on the plant site, transforming the plant from something to avoid into a place where the community can learn. The egg digesters produce enough renewable gas to heat 2,500 homes, the effluent now exceeds standards set by the Clean Water Act, and most importantly, the Greenpoint residents report no odors or disruptions. Cleaner water and renewable energy are being produced by the Newtown Creek Plant through Arcadis’ water expertise.
