Arcadis provided consultation that covered the following services - justification of the capital cost, cost norms, and benchmarks, including preparation prior to the issuance of the tender to appoint the main construction contractor. To deliver reliable cost advice, Arcadis also relied on the compound cost rate for different functional areas through the use of a work breakdown structure approach to its cost model.
