The challenge

The Western Harbour Tunnel and Warringah Freeway Upgrade is a major transport infrastructure project that will make it easier, faster and safer to get around Sydney. By creating a western bypass of the Sydney CBD, the Western Harbour Tunnel will take pressure off the Sydney Harbour Bridge, Sydney Harbour Tunnel and Anzac Bridge.

Warringah Freeway is one of the busiest and most complex road corridors in Australia, ranking among the top 30 most congested. With over 165,000 vehicles crossing the Sydney Harbour Bridge daily and the Sydney Harbour Tunnel being the 8th busiest road in NSW. We are simplifying the Warringah Freeway, making it safer and easier to use, and more efficient and reliable for the benefit of all road users, including public transport users.

The solution

In a joint venture with Jacobs, Arcadis provided the detailed design and construction phase services. The upgrade consists of improvements to four grade separated interchanges, replacement or modification to 10 bridges, including steel bridges, concrete bridges, three shared user bridges and 7.2km of retaining walls. In addition the project included comprehensive amendments to the road alignment, drainage, pavement, ITS and street lighting, design of shared user paths, and urban design/landscaping upgrades of the M1 motorway and surrounding streets.

When construction is complete, the works will enable critical connection of the new Western Harbour Tunnel (WHT) motorways into the existing motorway network, ensuring the WHT program delivers its connectivity and safety benefits for public transport, freight and private vehicle customers, while improving the journey experience for existing Warringah Freeway users.

    Working within Australia’s busiest road corridor required complex construction and traffic staging designed to be integrated with permanent works designs. Arcadis’ temporary and permanent works design teams worked with the construction team to develop the project’s staging strategy.


    Constructability was a key component to our project success and was embedded at the centre of our design decisions. Our design incorporated complex traffic staging with multiple constraints including retained infrastructure, entry/exit ramps, existing utilities, large retaining walls and ITS infrastructure to support the project.


    Many of the bridge works on the project included strengthening, rehabilitation and widenings of the existing bridges built in the 1960s. Key activities such as site inspections, material testing and load rating provided critical insights into the condition and remaining service life assessment of these assets. This enabled informed and collaborative design decisions that maintained or enhanced the asset’s aesthetics and performance, whilst ensuring the required design life of the asset was met.


    Arcadis' commitment to sustainability went beyond design. The Arcadis team implemented substantial new sustainability initiatives on this project to reduce embodied emissions and implement better awareness and outcomes for sustainability, delivering 25% emissions reductions relative to the reference design. Arcadis established a new standard for asset attribute data for future asset maintenance, measuring carbon footprint through the connection of digital models from our sustainability team. To further eco-conscious initiatives, Arcadis co-designed and built new shared-use paths, promoting active transportation to alleviate traffic congestion.

The impact

The Warringah Freeway Upgrade (and Western Harbour Tunnel) will change the way people travel across Sydney Harbour. The upgrade will improve capacity and provide new direct routes on both sides of the harbour, while streamlining the existing motorway to make journeys more simple and reliable for all road users.

Once complete, journeys will be quicker and enable more direct bus routes between the Inner West, Sydney and North Sydney, with seamless connections to the future Sydney Metro and Sydney Trains.

The lasting impact of this project will be felt for generations to come, transforming the way people experience and navigate the greater Sydney area.
