Rejuvenating downtown Coachella with a new library

Coachella, California, United States - The City of Coachella is renovating its downtown area through the Coachella Pueblo Viejo Revitalization Plan. Building a new library was an integral piece of their redesign, and the first Design-Build project run according to SB-785 – Local Agency Project standards.

Arcadis was selected to provide agency construction management and serve as an extension of the Coachella Public Library project management team. To help the city realize their vision, Arcadis coordinated land acquisition, demolition, entitlements, design, and phased construction for the library.

The City issued a Design-Build request for proposals and selected ProWest Constructors and gkkworks as the Design-Build Team. Arcadis took advantage of the Design-Build delivery method to establish one contract that tied project budget, scope and schedule together using one point of contact.

Arcadis’ construction management team emphasized optimizing the budget and schedule. It implemented a cost control structure using multiple Guaranteed Maximum Price packages and Cost-To-Completes to forecast costs. To ensure a timely delivery, the team maintained the City’s milestone schedule and instilled a “no surprise” working model that kept the City informed throughout the project.

After a 19-month period planning and construction period, the Coachella Public Library opened in October of 2018. The project was completed 6 months faster than it would have been using traditional methods, coming in under budget and with $0 spent on change orders.

The single-story, wood-framed building stands at 15,800 square feet located on 1.6 acres in the heart of downtown Coachella. Along with the library itself, construction included a park, paseo promenade, kiosk, off-street improvements and undergrounding of overhead power lines. For the city, it was critical that the design adhered to the Coachella Pueblo Viejo Revitalization Plan. Special requests included drought-tolerant paintings done by local artists, special event lighting and public gathering spaces.

According to Coachella City Engineer Jonathan Hoy, the project and delivery method offered uniquely high customer service. “The Library Project Team provided outstanding customer service to the City. The working environment was open and clear. When the City was making major decisions, all the relevant facts were presented for a very informed decision-making process,” Hoy said.
