Program will help transform critical wastewater infrastructure, improve operational resilience and prepare for future regulatory and technology needs.

TOLEDO, OH – October 1, 2026 – Arcadis, a global leader in intelligence-driven sustainable design, engineering, and consultancy solutions for natural and built assets, has been selected by the City of Toledo Department of Public Utilities as the prime consultant for the first five-year tier of a comprehensive 15-year, three-tier program to modernize the Bay View Water Reclamation Plant (WRP) and associated remote pump stations. The first tier of the program, worth $325 million, represents an important first step in the investment of Toledo’s wastewater infrastructure.

Arcadis will develop preliminary design reports for all 15 construction projects planned during tier one of the program and serve as Engineer of Record for three major biosolids infrastructure projects, including new digesters, a solids handling and thickening facility and a dewatering facility. The multiphase initiative will transform the aging wastewater treatment facility, improve operation resilience, and protect the Maumee River and Lake Erie. As prime program manager, Arcadis is responsible for planning, design management, and construction across the modernization program.

The Arcadis team also completed a detailed condition assessment of plant and pump station assets not currently included in tier one construction projects. The assessment helps identify opportunities to prioritize future investments based on operational needs and asset condition.

Beyond planning and design, the Arcadis team will provide construction management services on behalf of the City throughout implementation. The team will oversee contractor coordination, construction administration, safety review processes, requests for information, shop drawing reviews and operational coordination to minimize impacts on ongoing treatment operations. Each project will also include commissioning, startup support, operator training, operations and maintenance documentation and record drawings.

Matt Carpenter, Midwest Region Director for Arcadis, said: “Arcadis is pleased to partner with the City of Toledo on this significant investment in essential wastewater infrastructure. By combining strategic planning, advanced technology, innovative delivery methods, and collaborative program management, we will help Toledo modernize the Bay View facility while maintaining safe and reliable operations throughout the transformation.”

Tom Armstrong, Area Leader from Arcadis, said: “The Bay View modernization program is expected to provide a scalable framework that supports future improvements across all three program tiers. This program’s aim is to help Toledo maintain a resilient and efficient wastewater system while adapting to future environmental and regulatory challenges.”
