Classified as a large-scale district of San Diego County, the Oceanside Unified School District comprises 23 schools and is home to nearly 20,000 students in kindergarten through twelfth grade. To provide all students access to safe and equitable facilities, the District launched a $445 million, 12-year improvement program.

Based on our knowledge and experience in construction and program management for education projects — and our dedicated client service during development of the program’s strategic implementation plan — the District selected Arcadis to serve as project, program and construction manager for this comprehensive program. It included new, permanent classrooms to replace portable trailers and relieve overcrowding, upgraded electrical and technological systems to meet current safety and access codes, and expanded science labs, libraries and multipurpose rooms. We provided on-site personnel to manage the budget, scheduling and estimating for the project and track daily activities.

Balancing schedule and safety

Completing these facility improvement projects at 18 different school sites, while following the program’s construction management goals of ensuring safe construction and minimal disruption to learning, demanded complex planning and buildings systems. Many of the schools were modernized while school was in session, requiring our team to create an organized approach to balancing both the program’s timeline and the students’ safety. Other projects involved strict timelines, in which construction began on the first day of the students’ summer break, with a hard completion deadline before the next school year began in the fall.

Upgrading the educational setting for all students

Our team also had to overcome the unique challenges of effectively and efficiently prioritizing each project in a way that aligned with the District’s goal of providing equity in facilities and learning across the district, ensuring that, as students progressed from elementary school to middle school to high school, they were able to attend at least one updated facility. We achieved this by focusing first on the oldest schools and then strategically updating the newer schools, with each facility assessed and renovated based on the natural progression of the students' curricula.

Our team's dedication to the program’s goals, especially for student safety, resulted in the completion of all projects on schedule and on budget.
