Leicester Waterside

Leicester, United Kingdom - The £80 million regeneration of Leicester Waterside will transform a 150 acre, largely run-down former industrial site in a key location in the heart of the city centre. The plans will revitalise the area, delivering new housing, shops and employment, as well as significantly improve the public realm. The first phase comprises 18-acres of development land, where planning consent has been obtained for up to 500 new homes, 5,500 sq m of offices, and facilities including retail and extra care accommodation.

The Waterside Phase 1 development is part of the Strategic Waterside Regeneration Area, as identified in Leicester City Council’s Local Area Plan, with an allocation of £20 million from the Government's Local Growth Fund. 

In order to bring the development forward, Leicester City Council selected Arcadis as Programme and Project Manager for nine separate work-streams to regenerate this key site. 

This included designing and implementing a project governance structure to drive the project forward and manage activity across areas including acquisitions and relocations; securing outline planning consent; reviewing the compulsory purchase order strategy; finance and funding; as well as design, programme, cost consultancy and environmental advice on the infrastructure works proposals. 

Activity included the procurement of a development partner, and Arcadis was instrumental in securing the appointment of Keepmoat in this key role. Arcadis provided technical, strategic and negotiation advice on the legal provisions and strategy for negotiating the Development Agreement. This resulted in a successful exchange in March 2017, meaning that the project can now progress to the next stage of delivery.  

Arcadis has a long-standing relationship with Leicester City Council, having previously managed the demolition of the former 1970’s concrete block that served as the council headquarters on New Walk. Arcadis acted as Project Director and Technical Lead, heading-up the selection of a developer partner to deliver the regeneration of what is another key strategic site for the council.
