Arcadis hires Timothy Burns to lead infrastructure bill funding pursuits for key clients

Clifton Park, N.Y., Jan. 28, 2022 – Arcadis today announced that it has hired water industry veteran Tim Burns to help municipal and utility clients throughout the U.S. pursue critical government funding for capital improvements. Burns will also work with clients to establish asset management programs that ensure the investments yield resilient and cost-effective solutions that meet customers’ long-term economic and environmental needs.

“Tim’s years of experience managing government funding for much-needed water infrastructure projects will be instrumental in helping our clients become fit-for-future and maximize the value of their capital investments,” said Tanya McCoy-Caretti, senior vice president and client development director for Arcadis’s national water business. 

With the adoption of the Infrastructure Investment and Jobs Act (IIJA), $55 billion has been earmarked for water infrastructure improvement projects around the country. Most of that funding will be distributed through state revolving funds (SRF). Prior to joining Arcadis, Burns served as the director of engineering and program management for the New York State Environmental Facilities Corporation. In this role he oversaw the state’s Clean Water State Revolving Fund and provided programmatic support to the Drinking Water State Revolving Fund.

“The bipartisan infrastructure bill offers unprecedented financial resources over the next five years to all 51 SRF programs to address pressing water quality and public health projects. This is a unique opportunity for municipalities and utilities to use these funds to address transformative water quality projects that typically require more time to plan and more funding to advance to construction. It’s an exciting time in the water infrastructure sector, and I’m energized to help Arcadis continue to improve the quality of life for our clients,” said Burns.

With more than 30 years of experience working in New York state government, Burns has held numerous leadership roles dedicated to improving water quality in the region. He twice served as state co-chair for the U.S. EPA’s national state revolving fund workgroup and in 2020 was appointed to the Council of Infrastructure Financing Authorities board of directors.
