THE CHALLENGE

The challenge

With the construction of the largest energy transmission line in the world, crossing Brazil with is 2539 kilometers length, the influenced municipalities need to ensure that they are positively affected in relation to both urban and rural territorial planning. Arcadis was chosen to carry out the territory study of 19 municipalities and to propose ordering through the elaboration of Municipal Master Plans, which provides guidelines for growth and expansion, as well as urban instruments to guarantee their effectiveness. These propositions are aligned in the development of more sustainable and resilient cities and therefore improve quality of life of the citizens. The challenge was to engage the city halls and their citizens to understand the master plan as the most important tool for the planning and development of the municipalities and to integrate urban and rural areas considering and applying sustainability aspects.

The solution

Analyzing and getting to know 19 municipalities in such different locations and cultures in Brazil is a huge challenge, due to geographical and land aspects, the variety and dispersion of data, as well as the tight schedule for the development of the project. In order to overcome this problem, a nine-step methodology was developed, consisting of: articulation with city halls and municipalities; stakeholders surveys; elaboration of the municipal diagnosis based on data available online scrapped in an automatic digital way and also on-site field visits; popular participation through public hearings and workshops; integrated analysis of the municipality through parametric modeling and infrastructure capacity indicator; definition of principles and guidelines for the Master Plan; new round of public hearings and workshops; and preparing the draft law to be delivery to municipalities.

The impact

A total of 250,000 habitants living in 19 municipalities were positively impacted throughout the project, as their cities will now rely on a new legislation regarding land use and public policies. By supporting the sustainable development of such cities and actions we are also creating places where people can live and thrive.
