Level Crossing Removals

Melbourne, Victoria - The Victorian Government established the The Level Crossing Removal Authority in 2015 to oversee the largest rail infrastructure project in the state's history. The project will result in the removal of 50 dangerous level crossings in Melbourne by 2022, which will improve safety, reduce congestion and enable more frequent train services. The project will also include upgrading or constructing more than 20 train stations, laying many kilometres of new track and making associated rail improvements.

Removal of level crossings to deliver improved safety and reliability for drivers, passengers and pedestrians.

Arcadis was appointed to Package 2 of the Program as part of the FMBH Alliance, for the removal of four level crossings at Blackburn Rd in Blackburn, Main Rd in St Albans, Furlong Rd in St Albans and Heatherdale Rd in Mitcham. New and upgraded stations were also required, along with community precincts surrounding them.

Arcadis delivered services as part of the design team as part of the FMBH Alliance, responsible for delivering design and construction phase services. New stations and associated facilities were constructed at three of the sites – St Albans, Ginifer and Heatherdale – while the existing station at Blackburn was upgraded with enhanced entry points and significant drainage works to address regular flooding. The project consisted of complex stakeholder interaction, challenging brownfield conditions and design solutions that needed to meet stringent urban design guidelines.

All four sites required heavy integration of urban design to ensure the works left a legacy of urban renewal and growth. This was a lead driver of all outcomes associated with the precinct and station works. Significant drainage issues at Blackburn formed an important part of the works to address the existing facility’s flooding issues.
